    Not sure the general public would be knowledgeable enough on these instruments for a referendum to be effective.

    Is there a reason that you advocate bond issues as opposed to a municipal sales tax (as with NYC)? A tax would provide an income stream rather than a lump of money, which would better address the deficit.

    The longer I love in Toronto, the more I agree with taxation. On a slightly different bent, Toronto’s property taxes are really low compared to other municipalities (our house is worth c.$500K, and our property taxes are under $2.5K/yr).
